2020-02-21 15:11 Jun 27, 2018 I was able to track it down using MMC AddRemove Snapin Certificates. It was a certificate under Certificates Personal which was set to expire on. No clue what this certificate is or where it came from, so I exported it, then deleted it and on reboot event id 64 warning disappeared.
